Early allocation for NSAs needed,says Cojuangco

If and when his bet for chairmanship of the Philippine Sports Commission (PSC) gets appointed, Philippine Olympic Committee (POC) president Jose “Peping” Cojuangco wants to have a say on budget allocation.

Cojuangco, in his radio program last week, batted for an early allocation of the PSC’s national sports development fund, giving national sports associations (NSAs) ample time to decide on how and where to spend the funds coming from the P400-million-a-year agency.

The practice was observed during the pre-martial law years but was stopped in 1990 since the then newly-created PSC started to generate funds from various sources like the Philippine Charity Sweepstakes Office, Philippine Racing Commission, Bureau of Customs and Philippine Amusement and Gaming Corp.

“The incoming PSC board should learn how to allocate early,” Cojuangco said. “This way, they won’t have difficulty in dividing the budget among all NSAs. If they allocate properly, nobody would complain.”

Cojuangco is said to be backing Ricardo Garcia for the top position in the PSC.

Rumors of Garcia’s appointment floated last week when Cojuangco and his recommended sports commissioners, Akiko Thomson and Salvador Andrada, sat down with Executive Secretary Paquito “Jojo” Ochoa in Malacañang to discuss how they could help the Aquino administration.

Also being recommended were former basketball star Joaquin Loyzaga and Little League chief Jolly Gomez as commissioners and athletes’ commission vice-chairman Geraldine Bernardo as PSC executive director.

Aside from early allocation, Cojuangco is also batting for an amnesty to the NSAs’ unliquidated expenses as well as the possibility of inviting two PSC commissioners in the POC’s executive council meeting and a member of the POC board to the PSC’s board meeting.
