New EO to augment education thru films

Malacañang has placed the Film Development Council of the Philippines (FDCP) under the oversight of the Department of Education (DepEd) through Executive Order No. 837, which President Arroyo signed last October 20. The FDCP, created by virtue of R. A. 9167, is mandated to develop and promote programs that would hone the skills of Filipino talents as well as enhance the expertise of Filipino film producers to enable them to come up with quality films. Under R. A. 9167, the FDCP must support the Filipino films’ development and growth to uplift aesthetic, cultural and social values of the Filipino identity locally and internationally. The FDCP’s transfer from the Office of the President to DepEd owes much to general observation that DepEd is the primary government agency involved in developing the country’s educational system including the advancement of film, music, and the arts. By virtue of E.O. No. 837, the FDCP is thus expected to circulate more quality educational films intended to augment the students’ learning process. The order appears also to somehow help regulate certain films being shown inside classrooms. The FDCP currently has been active in promoting independently produced films, including short films, that float elements crafted through sheer artistry and not necessary for commercial gains. The FDCP is also into spearheading different contests which aim to encourage creative Filipino talents to produce and develop more unconvetional approaches to the art of filmmaking.  Back to top
