Malacaang vows to transfer NBP to much bigger facility

President Aquino has announced the transfer of the New Bilibid Prisons (NBP) in Muntinlupa City to a bigger and better facility that could accommodate some 20,000 prisoners.

Aside from a bigger facility, Aquino also hinted reforms in the corrections system which include a mechanism that would eliminate cases of overstaying prisoners.

At the launching of the Bureau of Corrections Roadmap, the Chief Executive said they are already wrapping up an assessment of the recommendation as to where the prison facility would be transferred.

Published reports in the past identified the upland portion of Tanay town in Rizal province as the most viable place to be the new home of the NBP.

He said they are also working on the social mechanism that would allow prisoners to live a normal life after serving their sentences.

Among the other salient features of Aquinos corrections reform package are a facility that is fit for human condition, a mechanism that would protect prisoners from abuses and human rights violations, health, education, livelihood and their right to fair justice system.

NBP is a prisons facility with a capacity of fewer than 9,000. Today, it houses a little over 20,000 people serving their terms.

The NBP is the main insular penitentiary designed to house the prison population of the Philippines. It is maintained by the Bureau of Corrections (BuCor) under the Department of Justice.

As of 2011, it had an inmate population of a little over 20,000. The penitentiary had an initial land area of 551 hectares. One hundred four hectares of the facility were transferred to a housing project of the Department of Justice. The BuCor has its headquarters at the NBP Reservation. Fernan J. Angeles
