The Metro Manila Council (MMC), the policy-making body of the Metropolitan Manila Development Authority (MMDA), yesterday approved a resolution adopting a uniform ticketing system for the 17 local government units (LGUs) of Metro Manila.
The resolution was approved following a presentation and dialog with Department of Interior and Local Government Secretary Jesse Robredo who pledged to present the single ticketing system for the approval of President Aquino. Representatives of transport groups such as the Federation of Jeepney Operators and Drivers (Fejodap), Pangkalahatang Sanggunian Manila at Suburbs Drivers Association (Pasang Masda), Pagkakaisa ng mga Samahan ng Tsuper at Opereytor Nationwide (Piston) participated in the dialog.
Without the single ticketing system, each Metro Manila LGU and the MMDA use their respective traffic violation tickets within their jurisdictions. This runs counter to the 1995 MMDA Charter mandating the Agency to “install and administer a single ticketing system.”
“We welcome this long-overdue development,” Tolentino said. “Hand-in-hand with (DILG) Secretary Robredo, I am confident this initiative will finally see the light,” he added.
During the regular council meeting held at the Pasay City Hall yesterday morning, the MMC members unanimously voted for the implementation of the single ticketing system that shall consolidate traffic fines and penalties imposed within the metropolis.
Tolentino said the approval of the resolution paves the way for the implementation of a uniform traffic violation ticket bearing the MMDA logo and those of the 17 LGUs. The uniform ticket would be issued by all traffic operatives within Metro Manila and shall be recognized metro-wide.
Under the resolution, a Technical Working Group composed of traffic heads of the 17 LGUs, representatives from the Department of Transport and Communications, Land Transportation Office, Land Transportation Franchising and Regulatory Board and MMDA will be created to resolve various issues and problems concerning the proposed implementation of the single ticketing system.
Among the important issues to be considered are the scheme of apprehension, standardization of fines and penalties and the redemption of driver’s licenses or license plates.
The transport sector, represented by Fejodap, Pasang Masda and PCDO-ACTO as well as the LGUs were given one week or until Feb. 2 to submit their comments and proposals on the matter.
Transport groups have been strongly pushing the use of a common ticket.
Present during the meeting aside from Robredo, were Mayors Alfredo Lim of Manila, Vergel Aguilar of Las Piñas City, Florencio Bernabe Jr. of Parañaque City, Antonino Calixto of Pasay City, Aldrin San Pedro of Muntinlupa City, Sherwin Gatchalian of Valenzuela City, Del de Guzman of Marikina City, Erwin Jejomar Binay of Makati City, John Rey Tiangco of Navotas City, Jaime Medina of Pateros and representatives from the other Metro Manila LGUs.
“I am optimistic that proposals and concerns from our stakeholders will be considered for the effective implementation of the single ticketing system,” Tolentino said.
