Tesda seeks NBI help on discovered anomaly

Technical Education and Skills Development Authority (Tesda) head Augusto “Boboy” Syjuco has asked the help of the National Bureau of Investigation (NBI) after it uncovered an anomaly in form of switching items contrary to the approved equipment requested by the agency.

In a letter addressed to acting Justice Secretary Agnes Devanadera, Syjuco referred the report and recommendation of the agency’s investigating committee on the procurement of various training materials and testing tools and equipment involving some P39 million worth of anomaly.

“Per report it is apparent that the irregularities were committed in the bidding process as well as in the deliveries of awarded items. But because of the absence of material documents to elicit adequate information from resource persons invited 14 of whom seem to develop amnesia for which the investigating committee unanimously recommended that the case should be referred to the NBI who has professional experts on the matter,” the letter said.

As a backgrounder, the Tesda entered transaction with the V.G. Roxas Company which is a winning bidder. There was no overpricing because the bid price of the supplier by lots was within the agency estimates. In effect the government saved some P2.9 million from project LEPTES-02 and P1.9 million from project LEPTES- 03.

When the investigation team reviewed the technical specifications in the bid documents against the actual deliveries, it wsa found out that there were lapses committed.

The team observed that certain specifications used for some items were inadequate or vague. This afforded the bidders unreasonably wide latitude in the costings of their respective bids and allowed arbitrary price manipulations that resulted in exceeding high bid prices for some items even as other items within a lot were also manipulated.
